Jagtial Student Safety Guidelines 2026: DEO
Jagtial District Student Safety Guidelines 2026
The District Educational Officer (DEO), Jagtial has issued important instructions to all schools in the district to strengthen the safety and security of students during school hours.
The proceedings were issued under Proc.Rc.No.6008/A1/2026, dated 06.08.2026, by the District Educational Officer, Jagtial, with reference to the instructions of the District Collector, Jagtial dated 06.08.2026.
The instructions apply to Heads of Institutions of Government and management schools, including Primary, Upper Primary and High Schools, as well as Special Officers of KGBVs and Principals of Model Schools in Jagtial District.
The DEO directed that the prescribed safety precautions should be implemented with immediate effect.
Why Were the Student Safety Instructions Issued?
According to the proceedings shown on page 1, certain unfortunate incidents involving students had recently occurred in schools and nearby areas, resulting in serious injuries and even loss of life during school hours.
In view of these incidents, the district authorities have emphasized strict supervision of students and better safety arrangements on school campuses.
12 Important Student Safety Instructions for Schools
1. School Gates Must Remain Closed
School gates should be closed immediately after the morning assembly and should remain closed during school hours.
This measure is intended to prevent students from leaving the campus without authorization and to control unauthorized entry.
2. Students Should Not Leave Without Written Permission
No student should be permitted to leave the school campus during school hours without the written permission of the Headmaster/Principal.
Schools should therefore maintain strict control over the movement of students during working hours.
3. Class Teachers and Duty Teachers Must Supervise Students
Headmasters should assign class teachers and duty teachers to supervise students throughout the day.
Student safety is therefore not limited to classroom teaching alone. Proper supervision should continue during different school activities.
4. Special Monitoring During Important Periods
Students should be carefully monitored during:
- Morning assembly
- Lunch break
- Games and sports
- Dispersal time
These are periods when large numbers of students may move around the campus and consequently require greater supervision.
5. Maintain a Visitors' Register
Schools must verify all visitors entering the premises and maintain a proper Visitors' Register.
This is an important campus security measure and can help the school maintain a record of outsiders entering the institution.
6. Daily Inspection of School Campus
The school campus should be inspected every day to identify and remove potential safety hazards.
Headmasters and responsible staff should pay attention to unsafe structures, objects or other conditions that may pose risks to children.
7. Ensure Safety of Essential School Facilities
Schools must ensure the safety of:
Drinking water facilities, toilets, staircases and playgrounds.
Regular inspection and proper maintenance of these facilities can help prevent avoidable accidents.
8. Students Should Not Visit Nearby Shops or Roads
Students should be prohibited from visiting nearby shops or roads during school hours.
The proceedings also direct schools to keep emergency contact numbers readily available so that assistance can be sought quickly whenever necessary.
9. Report Untoward Incidents Immediately
Any untoward incident occurring in a school should be reported immediately to the District Educational Officer.
Schools should not delay communication when an incident affecting student safety occurs.
10. Keep CCTV Cameras Functional
Where CCTV cameras are already available in schools, the Head of the Institution must ensure that they are functional.
Regular checking of CCTV systems can support campus monitoring and security.
11. Conduct Safety Awareness Programmes and Emergency Drills
Schools have been instructed to conduct regular:
Student safety awareness sessions and emergency drills.
Such activities can help students and staff understand how to respond appropriately during emergencies.
12. No Cell Phone Use in Classrooms
Page 2 of the proceedings contains another important instruction.
The Head of the Institution must ensure that teachers and students do not use cell phones in classrooms during institutional hours.
Headmasters Personally Responsible for Implementation
The proceedings place significant responsibility on the Heads of Institutions.
Headmasters and Principals are required to personally monitor the implementation of the above student safety instructions.
The DEO has further stated that any lapse in ensuring student safety would be viewed seriously. Responsibility may be fixed on the concerned Head of Institution and disciplinary action may be initiated as per the applicable CCA Rules, 1991.
Therefore, Headmasters should not treat these instructions merely as routine guidelines. Proper implementation, monitoring and documentation are important.
Suggested School-Level Action Plan
For effective implementation of the DEO instructions, schools can adopt a simple daily monitoring system. Headmasters may assign teachers for gate duty, assembly supervision, lunch supervision, games supervision and dispersal duty.
A visitors' register should be maintained regularly, emergency contact numbers should be displayed or kept readily accessible, and drinking water points, toilets, staircases and playgrounds should be checked for safety.
Where CCTV cameras are installed, their working condition should be verified periodically. Safety awareness programmes and emergency drills should also form part of the school's safety preparedness.
Who Has to Follow These Instructions?
According to the proceedings, the instructions have been communicated to the Heads of Primary, Upper Primary and High Schools in Jagtial District through the concerned Mandal Educational Officers.
They are also addressed to Special Officers of KGBVs and Principals of Model Schools in the district. A copy was submitted to the District Collector, Jagtial for information.

Importance of Student Safety in Schools
Student safety is a shared responsibility of Headmasters, teachers, supporting staff, parents and the school community. However, during institutional hours, schools have an especially important responsibility to maintain proper supervision and a safe environment.
The Jagtial DEO proceedings emphasize preventive measures rather than waiting for an accident or emergency to occur.
Closing school gates, controlling student movement, maintaining visitors' records, supervising children during breaks, checking campus hazards and conducting emergency drills can together contribute to a safer school environment.
Conclusion
The Jagtial District Student Safety Guidelines 2026 contain clear instructions for improving the safety and security of children during school hours.
All Heads of Institutions should ensure effective implementation of the 12 prescribed measures and maintain a safe, disciplined and child-friendly school environment, as directed in the proceedings.
