Telangana SA-I & SA-II External Evaluation 2026 – Complete Guidelines for Schools, MEOs, HMs & Teachers
Telangana SA-I & SA-II External Evaluation 2026: New Guidelines, MEO, HM & Teachers
Telangana Introduces External Evaluation for SA-I and SA-II
The Telangana School Education Department has introduced an important change in the evaluation process of Summative Assessment-I (SA-I) and Summative Assessment-II (SA-II) examinations.
As per Rc. No. 7002-2/EVL/SCERT/TG/2026, dated 28-08-2026, issued by the Director, School Education & State Project Director, Samagra Shiksha, Telangana, an External Evaluation System is being introduced for SA-I and SA-II examinations.
Until now, subject teachers working in the same school evaluated their students' answer scripts. Under the new system, examinations will continue to be conducted at the school level, but the answer scripts will subsequently be evaluated through an external evaluation process at the Mandal level.
Why Has External Evaluation Been Introduced?
According to the proceedings, the new system is intended to strengthen the credibility of assessment and ensure:
- Objectivity
- Transparency
- Impartiality
- Uniformity
- Accuracy
- Accountability
Teachers from other schools within the same mandal will undertake the evaluation of answer scripts. The evaluation is to be completed within 3 to 5 days, followed by verification and online entry of marks, preferably on the same day.
How Will the SA-I & SA-II External Evaluation Process Work?
The examination itself will continue to be conducted at the respective school as per the existing procedure.
Immediately after the examination, the Headmaster of the school must collect the answer scripts. They should be properly reconciled, arranged class-wise and subject-wise, packed and sealed.
The sealed answer scripts are then to be handed over to the Mandal Resource Centre (MRC) on the same day for safe custody and further action under the supervision of the Mandal Educational Officer.
Responsibilities of Headmasters
The Headmaster has an important role in ensuring that the examination and transfer of answer scripts are completed properly.
The Headmaster is responsible for the overall conduct, supervision and secure management of the examination process at the school level, including conducting examinations according to schedule, maintaining discipline, collecting answer scripts and reconciling them with attendance.
The scripts must be arranged class-wise and subject-wise. The number of scripts should tally with the number of students who appeared for the examination. Covers must be properly sealed, contain the prescribed identification details and be handed over to the MRC on the same day.
Role of Mandal Educational Officer (MEO)
The MEO has a central responsibility in the new External Evaluation System.
The MEO is responsible for receiving the sealed answer scripts from schools, verifying the packages and school-wise particulars, issuing acknowledgements, maintaining the receipt register and keeping all answer scripts in secure custody.
The MEO must also ensure that sealed covers remain intact, appoint Evaluation In-charges and evaluators, monitor the progress of evaluation and ensure timely online entry of marks.
Evaluation Centre at Mandal Level
The MEO must establish an Evaluation Centre, and only authorized personnel should be allowed into the evaluation area.
The centre should have adequate seating, lighting and ventilation, drinking water, toilets, secure storage, tables and chairs for evaluators, stationery, registers and forms. Internet connectivity and computer/data-entry facilities should also be provided wherever available, along with other basic facilities required for smooth evaluation.
Evaluation In-Charges
The guidelines provide for Evaluation In-charges for the evaluation process.
The Evaluation In-charge should receive sealed answer scripts and maintain receipt records, supervise opening of covers, arrange scripts subject-wise and class-wise, ensure their security and assess the number of scripts received.
Adequate evaluators should be arranged so that the entire evaluation can be completed within 3 to 5 days.
An especially important instruction is that evaluators must not be assigned the answer scripts of students belonging to their own school.
The Evaluation In-charge should also brief evaluators on the marking scheme, monitor evaluation quality, address ambiguities in question papers or answer keys, ensure proper totaling, prepare subject-wise completion reports and finally hand over the records to the MEO.
How Will Evaluators Be Selected?
Evaluators are to be selected from eligible teachers within the mandal.
Selection should take into consideration factors such as:
Subject qualification, teaching experience, workload, availability and the ability to complete evaluation within the prescribed time.
Evaluation Remuneration
The proceedings specify remuneration for evaluation of answer scripts:
| Level | Remuneration |
|---|---|
| Primary Level | ₹2 per answer script |
| High School Level | ₹3 per answer script |
In addition, a lump-sum amount of ₹10,000 per evaluation camp per mandal has been allocated for conducting the evaluation camps.
Online Entry of SA-I & SA-II Marks
After evaluation and verification, marks should be compiled subject-wise and class-wise.
Physical records must be checked before marks are entered into the prescribed online system. Online entry should be completed on the same day wherever practicable.
Physical award records should be preserved securely, and any discrepancy between physical and online records should be reconciled immediately.
Role of District Educational Officer (DEO)
The District Educational Officer has overall monitoring responsibilities at the district level.
The DEO should prepare the district implementation plan, monitor evaluation progress, review mandal-wise completion, ensure timely online entry, resolve operational issues, inspect evaluation centres whenever required and obtain compliance reports from MEOs.
Key Points Every HM and Teacher Should Remember
The most important operational points are:
- SA-I and SA-II examinations will continue to be conducted at the school level.
- Answer scripts must be collected and reconciled immediately after the examination.
- Scripts should be arranged class-wise and subject-wise.
- Covers should be properly sealed and handed over to the MRC on the same day.
- The MEO will organize the mandal-level external evaluation process.
- Evaluation will be undertaken by teachers from other schools within the mandal.
- A teacher should not evaluate answer scripts belonging to students of his/her own school.
- Evaluation should be completed within 3 to 5 days.
- Marks should be verified before online entry.
- DEOs will monitor implementation at district and mandal levels.
Why Is This Change Important for Telangana Schools?
External evaluation represents a significant change in the SA-I and SA-II assessment process.
By separating the classroom teacher from the evaluation of his or her own school's answer scripts, the system is designed to improve fairness, transparency and consistency in awarding marks.
However, successful implementation will depend heavily on careful planning at the mandal level. Secure transportation and custody of answer scripts, sufficient evaluators, suitable evaluation centres, accurate record maintenance and timely online marks entry will all be crucial.
For Headmasters and teachers, therefore, the new system is not merely a change in where papers are evaluated. It introduces a more structured chain of responsibility from the school → MRC/MEO → evaluation centre → verification → online marks entry → district monitoring.
