Telangana Schools Cannot Deny Admission Without Aadhaar, TC, PEN or Age Proof – DSE Instructions

Telangana Schools Cannot Deny Admission for Lack of Aadhaar, TC, PEN or Age Proof – School Education Department Instructions

The Director of School Education, Telangana has issued important instructions regarding the admission of children into schools. According to the proceedings Rc.No.582/PS3/2025, dated 14 November 2025, schools should not deny or delay admission to a child merely because documents such as Aadhaar Card, address proof, birth/age proof, PEN number or Transfer Certificate (TC) are not immediately available.

The instructions are particularly important for dropout children, children transferring from another school and children seeking admission without complete documentation.

The proceedings have been communicated to all District Educational Officers (DEOs) in Telangana and schools under different managements.

Why Were These Instructions Issued?

The School Education Department observed that certain schools were insisting on documents such as:

  • Aadhaar Card
  • Address proof
  • Birth/age proof
  • PEN number
  • Transfer Certificate (TC)

before admitting children, including dropout children.

The Director of School Education has therefore reiterated the relevant provisions of the Right of Children to Free and Compulsory Education Act, 2009 (RTE Act) and instructed educational authorities and schools to ensure that children are not deprived of admission merely for want of these documents.

Transfer Certificate Should Not Delay School Admission

The proceedings refer to Section 5(2) of the RTE Act, 2009, relating to the right of a child to seek transfer from one school to another for completing elementary education.

They also refer to Section 5(3), under which the Head Teacher or school in-charge of the school where the child was last admitted should issue the Transfer Certificate.

Most importantly, delay in producing a Transfer Certificate should not become a reason for delaying or denying admission in the new school.

Therefore, a child seeking admission should not be made to wait simply because the TC has not yet been produced.

No Child Should Be Denied Admission for Lack of Age Proof

The proceedings also specifically refer to Section 14(2) of the RTE Act, 2009.

Accordingly, no child shall be denied admission in a school for lack of age proof.

This is an important provision intended to ensure that absence of documentary proof does not become an obstacle to a child's education.

Instructions to DEOs, MEOs and Headmasters

The Director of School Education has requested all DEOs in Telangana to issue necessary instructions to Mandal Educational Officers (MEOs) and Headmasters of schools under their control.

Schools have been instructed not to deny admission to any child, whether a regular child or dropout child, merely for want of the required documents.

Such children should be admitted into school immediately, as per the instructions contained in the proceedings.

Staff Member to Help Children Obtain Documents

Another important instruction is that schools should nominate a staff member to assist children in obtaining the required documents after admission.

This means that admission should be facilitated first, while the process of obtaining or completing the necessary documentation can subsequently be supported by the school.

This child-friendly approach helps prevent children from remaining outside the education system merely because their families are unable to immediately furnish particular documents.

Important Points for Telangana Schools

School Headmasters, teachers and parents should particularly note the following:

Issue Instruction
Aadhaar Card not available Admission should not be denied merely for want of the document
Transfer Certificate pending Admission should not be delayed or denied
Age proof unavailable Child should not be denied admission for lack of age proof
PEN number unavailable It should not become a reason to deny admission
Dropout child seeking admission Child should be admitted without unnecessary delay
Documents pending School should assist in obtaining required documents subsequently
Transfer from another school RTE provisions regarding transfer should be followed

Responsibility of Head Teachers Regarding TC

The proceedings further point out that the Head Teacher or in-charge of the previous school should issue the Transfer Certificate immediately in cases covered by the relevant RTE provisions.

It also states that a Head Teacher or school in-charge who delays the issuance of the Transfer Certificate may be liable for disciplinary action under the applicable service rules.

Therefore, Headmasters should ensure that TC-related procedures do not unnecessarily interrupt a child's education.

What Should Parents Know?

Parents need not unnecessarily keep their children out of school merely because some documents are pending.

Where these proceedings and the cited RTE provisions apply, the lack or delayed production of documents should not be used as a ground to deny or postpone the child's admission.

Parents may approach the concerned Headmaster, Mandal Educational Officer or District Educational Officer if they face difficulties regarding admission.

Importance of the Telangana School Education Instructions

These instructions reinforce a fundamental principle of the RTE framework: documentation should not become a barrier that keeps an eligible child away from elementary education.

They are especially significant for children who have dropped out, children migrating from one place to another, children transferring between schools and families who may require additional time to obtain official documents.

Schools should therefore follow the instructions carefully and facilitate admission while assisting parents and children with subsequent documentation requirements.

Conclusion

The Telangana School Education Department's proceedings make it clear that schools must take a child-friendly and education-first approach to admissions.

A child should not lose an opportunity to continue education simply because Aadhaar, address proof, birth/age proof, PEN number or Transfer Certificate is not immediately available. Schools have also been directed to support children in obtaining the necessary documents after admission.

Headmasters and school authorities should follow these instructions scrupulously and ensure that eligible children are brought into and retained in the education system.
