Objectives of School Complex Meetings
The School Education Department has highlighted two major objectives.
Continuous Professional Development: School Complex Meetings provide teachers with a platform for ongoing professional development. The meetings are expected to strengthen teaching quality and student learning outcomes through proper planning of academic activities for the following month.
Resource Sharing and Coordination: Teachers can exchange experiences, innovative practices and successful teaching strategies. The meetings also facilitate effective sharing of teaching-learning materials, infrastructure and human resources among member schools.
Pre-Primary School Complex Meetings
District Educational Officers can conduct Pre-Primary School Complex Meetings from August 2026.
All Pre-Primary School Instructors working in Pre-Primary Schools shall attend the meeting on the allotted day.
On the day of the meeting, responsibility for the smooth functioning of the Pre-Primary School has to be undertaken by the Primary/Upper Primary School Headmaster and one teacher from the school situated on the same premises or habitation, along with the AAYA of the Pre-Primary School.
Primary School Complex Meetings – Classes I to V
All Secondary Grade Teachers (SGTs) working in Primary and Upper Primary Schools and dealing with Classes I-V are required to attend Primary School Complex Meetings.
To avoid disruption to school activities, 50% of SGTs will attend on the first day and the remaining 50% on the next day.
Identified Primary Complex Resource Persons, under the guidance and supervision of the Complex Headmaster, are responsible for conducting the meetings effectively.

Subject School Complex Meetings – Classes VI to X
All School Assistants (SAs) and Language Pandits (LPs) working in Upper Primary and High Schools and dealing with Classes VI-X shall attend the concerned Subject School Complex Meetings.
Teachers attend subject-wise on different days to minimise disruption to regular school functioning. The proceedings group Telugu, Mathematics and Physical Education on one day and Hindi, Physical Science and Biological Science on another. English and Social Studies teachers, along with Pre-Primary Instructors, attend on a separate day, as specified in the guidelines.
100% Teacher Attendance Mandatory
School Complex Headmasters and Mandal Education Officers have been made responsible for ensuring effective conduct of the meetings with 100% teacher attendance.
Necessary alternative arrangements should also be made wherever single teachers are working in schools, so that participation in the School Complex Meeting does not affect school functioning.
Telangana School Education Mobile App Attendance
A significant feature of the 2026-27 guidelines is digital attendance.
Attendance of teachers participating in School Complex Meetings will be captured through the Telangana School Education Mobile App. An individual online certificate will also be generated through the Mobile App for teachers who attend the meeting.
Timings and Instructions for School Complex Meetings
According to the annexure, Complex Headmasters should ensure 100% teacher attendance and active participation throughout the day from 9:00 AM to 4:15 PM.
The number of teachers in each room should not exceed 40 to facilitate better participation.
Teachers should attend the meeting with a notebook to record important points and bring relevant student performance data. The venue should have necessary facilities such as working IFP panels, subject textbooks, TLM, teacher handbooks, workbooks, drinking water and functional toilets.
Minutes of Meeting Must Be Uploaded
After every School Complex Meeting, the Minutes of Meeting (MoM) must be recorded and uploaded in the Telangana School Education App.
Feedback should also be collected from teachers through a Google Form and used to improve subsequent School Complex Meetings.

Role of District Educational Officer and Quality Coordinator
The DEO and Quality Coordinator are responsible for ensuring that meetings are conducted according to the prescribed schedule and guidelines. They should visit meetings regularly, provide feedback, monitor attendance and participation, document good practices and share them with SCERT and Samagra Shiksha.
Feedback on School Complex Meetings should also be gathered from CHMs, MEOs and teachers during district review meetings scheduled on the 28th of every month.
Role of Mandal Educational Officer (MEO)
The guidelines prescribe an important monitoring role for MEOs. Each MEO should:
- Attend at least two School Complex Meetings in the Mandal every month.
- Share observations from school visits with teachers during the Complex Meeting.
- Support Complex Headmasters in planning and conducting meetings effectively.
- During school visits, observe and review implementation of the points discussed in School Complex Meetings.
Responsibilities of Complex Headmasters
Complex Headmasters have a key role in ensuring successful implementation. They must ensure 100% attendance, make alternate arrangements where required, remain present throughout the meeting, facilitate assigned sessions and arrange necessary academic resources.
They are also responsible for ensuring attendance entry in the Telangana School Education Mobile App and uploading the Minutes of Meeting after each meeting.
Responsibilities of Teachers
All teachers must attend every applicable School Complex Meeting and record their attendance through the Telangana School Education Mobile App.
Teachers should bring data relating to children's progress and best practices, remain present throughout the meeting, actively participate in all sessions and perform responsibilities assigned to them, such as demo classes, book reviews and TLM preparation.

Why School Complex Meetings Are Important
School Complex Meetings should not be treated merely as administrative meetings. The guidelines position them as a professional platform through which teachers can learn from one another, discuss classroom challenges, analyse student performance, share teaching resources and plan better academic interventions.
Effective implementation at the school, complex, mandal and district levels can therefore contribute to improved classroom practices and better learning outcomes during the Academic Year 2026-27.
