AP Retirement Benefits Processing System (RBPS) 2026: Complete NIDHI Online Pension Guide

Last updated: September 2026

The Government of Andhra Pradesh has introduced the Retirement Benefits Processing System (RBPS) to make the settlement of retirement benefits faster, more transparent and largely paperless.

Under G.O.Ms.No.10, Finance (HR-III-Pension & GPF) Department, dated 14 February 2026, pension and other eligible retirement benefits are processed online through the NIDHI portal.

The system brings pension, gratuity, commutation, General Provident Fund final withdrawal, APGLI, APSEGIS and leave encashment applications into a coordinated digital workflow.

What Is the Retirement Benefits Processing System?

RBPS is an end-to-end online system designed to process the retirement benefits of eligible Andhra Pradesh government employees.

Instead of preparing several independent applications and repeatedly moving physical files between offices, eligible claims are connected through a Common Application Form (CAF) available in NIDHI.

The primary objectives of RBPS are to:

  • begin pension preparation well before retirement;
  • identify missing Service Register entries in advance;
  • reduce avoidable delays and repeated correspondence;
  • establish clear responsibility at every processing level;
  • provide digital access to orders and application status; and
  • facilitate timely sanction and payment of retirement benefits.

Who Is Covered Under RBPS?

The system applies to government employees governed by the Andhra Pradesh Revised Pension Rules, 1980, as amended from time to time.

The order does not generally apply to people appointed on:

  • full-time or part-time contingent basis;
  • Nominal Muster Roll or daily-wage basis;
  • consolidated-pay arrangements;
  • full-time or part-time contract basis; or
  • outsourcing basis.

Separate instructions may apply to employees governed by the Contributory Pension System and to services covered by the All India Services retirement-benefit rules. Employees should therefore confirm their eligibility with their Head of Office or competent authority.

Retirement Benefits Covered by the Common Application Form

The RBPS Common Application Form covers the following eligible benefits:

Pensionary benefits

  • Service pension
  • Family pension
  • Provisional pension, wherever applicable
  • Retirement or death gratuity
  • Commuted Value of Pension

Other retirement benefits

  • Andhra Pradesh General Provident Fund final withdrawal
  • Andhra Pradesh Government Life Insurance final claim
  • Andhra Pradesh State Employees Group Insurance Scheme final claim
  • Final leave encashment

Three Important Stages of RBPS

Stage 1: Pre-Retirement Service Verification

Pre-Retirement Service Verification, commonly called PRSV, begins two years before an employee’s date of superannuation.

During the first week of every month, the First-Level Checker must examine the system-generated list of employees who have two years of service remaining.

The employee’s Service Register must be checked for information relating to:

  • qualifying service;
  • appointments and promotions;
  • pay fixation and pay revisions;
  • annual grade increments;
  • Automatic Advancement Scheme entries;
  • extraordinary leave;
  • suspensions or disciplinary cases;
  • family and nominee details; and
  • missing periods of service.

If missing information relates to the employee’s current office, it should be entered by that office. If it relates to a previous place of work, the Service Register must be sent to the concerned former office for correction.

The objective is to ensure that the Service Register is complete and ready before the final pension proposal is processed.

Stage 2: Common Application Form

For an employee retiring on superannuation, the CAF is scheduled to be automatically generated in the employee’s NIDHI login five months before retirement.

The employee must:

  1. Log in to the NIDHI portal.
  2. Open the RBPS Common Application Form.
  3. Verify personal, service, family and retirement details.
  4. Check the benefits included in the application.
  5. Upload the required supporting documents.
  6. Submit the CAF within the prescribed period.

If any information in the form is incorrect, the employee should submit a correction request through the Employee Self Services module before submitting the final CAF.

For retirement cases other than superannuation, including voluntary retirement, the CAF is generated after the exit details are entered in the NIDHI payroll system and the relevant retirement order is uploaded.

Stage 3: Pensioner Onboarding and Payment

After pension authorisation, digitally signed orders such as the following are generated:

  • Pension Payment Order
  • Gratuity Payment Order
  • Commutation Payment Order

The retired employee must complete biometric eKYC in person before the concerned Pension Disbursing Officer.

Following successful onboarding, the Pension Disbursing Officer processes the authorised payments according to the applicable rules and instructions.

RBPS Approval Workflow

The normal pension-processing route is:

Employee → First-Level Checker → Second-Level Checker/DDO → Head of Office → Pension Sanctioning Authority → Pension Authorising Authority → Digital PPO/GPO/CPO

The First-Level Checker verifies service particulars and supporting records. The Second-Level Checker or DDO validates pay-related information, recoveries and the Last Pay Certificate.

The Head of Office and Pension Sanctioning Authority then examine and sanction the proposal. The competent Pension Authorising Authority completes the authorisation and digitally signed orders are generated.

Where the sanctioning authority is located in a superior office, the application is forwarded through the configured workflow in that office.

Important RBPS Timelines

Activity Prescribed timeline
Initiation of PRSV Two years before superannuation
Correction of missing entries relating to the current office Within 7 working days of PRSV initiation
Correction of entries relating to a previous office Within 14 working days of PRSV initiation
CAF auto-generation for superannuation Five months before retirement
CAF submission by employee or family pension beneficiary Within 14 working days of CAF generation
Verification by First-Level Checker Within 7 working days of receipt
Verification by Second-Level Checker Within 7 working days of receipt
Validation or forwarding by Head of Office Within 7 working days of receipt
Processing by First-Level Checker in a separate PSA office Within 10 working days of receipt
Sanction and forwarding by PSA Within 7 working days of receipt
Pension authorisation by PAA As per the applicable Citizen’s Charter
Biometric pensioner onboarding Within 10 working days from retirement or authorisation, whichever is later
Gratuity and commutation bill processing Within 14 working days from onboarding or authorisation, whichever is later

These are processing timelines for the respective stages and should not be treated as a guaranteed total settlement period where corrections, resubmissions, legal issues or missing records are involved.

GPF Final Withdrawal Process

The processing route for GPF final withdrawal depends on the employee’s category.

Last Grade Service employees

Head of Office sanction → DTAO/PAO authorisation → DDO bill generation

Employees other than Last Grade Service

Head of Office sanction → Accountant General authorisation → DDO bill generation

When the Head of Office is the applicant

The Head of the immediate superior office acts as the sanctioning authority. After sanction, the application is forwarded to the Accountant General for authorisation.

For superannuation cases, the GPF final-withdrawal application is included in the CAF generated five months before retirement. Its processing is activated in advance according to the prescribed workflow.

APGLI and APSEGIS Final Claims

Applications for APGLI and APSEGIS final claims are generated as part of the CAF.

The general process is:

  1. The DDO verifies the application details.
  2. The claim is forwarded to the concerned APGLI office.
  3. The APGLI office validates and sanctions the claim.
  4. The application is returned to the DDO.
  5. The DDO processes the system-generated claim bill.

Employees should verify policy numbers, premium deductions, missing credits and nominee details before retirement.

Final Leave Encashment

The First-Level Checker updates the employee’s Earned Leave and Half Pay Leave balances according to the Service Register.

After verification by the Second-Level Checker, the application is forwarded to the competent sanctioning authority. Following approval, the DDO processes the automatically generated bill.

Any difference between the leave account, Service Register and online records should be corrected before the final application is approved.

What Employees Should Check Before Retirement

Employees approaching retirement should verify the following information without waiting for CAF generation:

  • Name and date of birth
  • CFMS ID and registered mobile number
  • Aadhaar details required for eKYC
  • Date of appointment and retirement
  • Service regularisation and probation entries
  • Promotion and pay-fixation orders
  • Annual increment and advancement entries
  • Qualifying-service details
  • Leave account and extraordinary-leave periods
  • GPF account information and missing credits
  • APGLI and APSEGIS details
  • Family-member and nominee information
  • Bank and Pension Disbursing Officer details
  • Government dues, loans and recoveries
  • Pending disciplinary or judicial proceedings

The exact supporting documents can vary according to the employee’s service history and type of retirement. Applicants should follow the checklist displayed in NIDHI and the instructions of the competent office.

Special Cases

Death while in service

If the eligible family member or nominee was already declared by the employee, that person may initiate the CAF through Aadhaar-based account creation in NIDHI or approach the Head of the employee’s last office.

If the applicant was not recorded as a family member or nominee, the person should approach the Head of Office with a family-member certificate issued by the competent authority.

Foreign service or deputation

For an employee on foreign service, the Head of Department of the parent department generally performs the role of sanctioning authority. The employee accesses RBPS using the CFMS ID and provides the required foreign-service details.

Pending judicial or disciplinary cases

Pension and other benefits in such cases are processed subject to the applicable pension rules and the decision of the competent sanctioning, authorising and disbursing authorities.
